Mayor Mark Larson called to order the April 7, 2025, City Council meeting in the Council Chambers at 7:00 PM. Members present were Mayor Mark Larson, Penni Anderson, Aaron Rivard, and Zach Beaudry. Via telephone, David Gunderson. Also in attendance were Jeremy Misselhorn representing Misselhorn Tiling & Excavation, Brian & Shannon Doll, Michael Pagnac, Jake Davis, and Tamara Benitt. Stephen-Argyle Central students attending were Jake Carlson, Shay Setterholm, Rylan Anderson, and Anders Thompson. Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the previous meeting minutes. Motion carried.
Motion by Zach Beaudry, second by Penni Anderson, to approve the Maintenance Report. Motion carried.
Motion by Zach Beaudry, seconded by Aaron Rivard, to approve LaBine to wire the new controls at the well. Motion carried.
Motion by Penni Anderson, seconded by Aaron Rivard, to approve the agreement that Marshall County is the fiscal agent and contract administrator for the Local Road Improvement Program (LRIP) funds. Motion carried.
Motion by Penni Anderson, seconded by Aaron Rivard, to hire Britni Kroll for watering of the hanging baskets, flower planters, and the garden club gardens for $1500/season. Motion carried.
Motion by Penni Anderson, seconded by Aaron Rivard, to hire Paige Zacha, for summer help at $16.00/hour with $.50/hour increase for returning employees. Motion carried.
Motion by Zach Beaudry, seconded by Aaron Rivard, to hire Anders Thompson for Summer Rec Director/Head Coach at $20.00/hour and Samuel Durand as Assistance Coach at $17.00/hour and Sherry Donarski for Bus Driver at $30.00/hour, with $.50/hour increase for returning employees. Motion carried.
The Council reviewed and discussed an email that was received from Shannon Doll with a proposal on backyard chickens in Argyle. She would like to petition the City to allow backyard chickens. If a property owner does not comply with all regulations, the City will revoke their permit. The City Crew could inspect during meter reading. On a motion by Zach Beaudry, seconded by Aaron Rivard, to approve proposal as is with additions of the City Council can review and amend at any time, and there will be an annual fee of $5.00 per chicken. Motion carried.
Building permits: Paul Yutrzenka – bathroom remodel. Motion by Aaron Rivard, seconded by Penni Anderson, to approve the building permits. Motion carried.
The Marshall County Fair Grandstand Fundraising Campaign will be tabled until next month.
Motion by Aaron Rivard, seconded by Penni Anderson, to approve Justin Stoltman as a new firefighter for the Argyle Volunteer Fire Department. Motion carried.
Constellation Gas Price – Tamara locked in with a renewal term of 24 months starting November 2025 and ending October 2027 at a decrease of $.58. This is an extremely favorable physical basis price.
Cold Weather Rule is no longer in effect as of April 30, 2025.
The City Office and City Shop will be closed on Good Friday, April 18th.
Portable toilet services were discussed. The City will be selling our portable toilets and start renting them. We will be selling our portable toilets.
Motion by Zach Beaudry, second by Penni Anderson, to approve the bills presented for payment, the Profit & Loss, Balance Sheet, delinquent accounts and vacation & sick leave. Motion carried.

Waste Management recycling tote pickup will be on May 14, 2025.
Utility payments can be made with credit card or stop by the City Office to sign up for ACH.
