Mayor Terry Sundby called to order the Council meeting on June 6, 2022, at 7:00 PM in the Argyle City Office. Present were Mayor Sundby, Anthony Deschene, David Sorenson, David Gunderson, and Aaron Rivard. Also in attendance were Michael Pagnac, Cecil Deschene, Will Kusler of Markit Grain, and Tamara Benitt. Motion by Aaron Rivard, second by David Gunderson, to approve the minutes of the previous meeting.

Markit County Grain attended the meeting to discuss future expansion and gas rate adjustments at that time.

Cecil Deschene came before the Council to discuss gravel road issues and Argyle Homes Rehab Project. Motion by Tony Deschene, second by Aaron Rivard, to hire Terry Holte on a trial period for 2022 to grade the Herman LaBine Road ( South Pacific Avenue). Cecil then requested ARPA funds from the City for the Argyle Homes portion for the Small Cities Grant. The City has already allocated their ARPA funds. However, the City will look into using the balance from previous Housing Loan Funds. Cecil will attend the Marshall County Commissioners meeting on June 7th.

Motion by David Gunderson, second by David Sorenson to approve the Maintenance Report. The Council discussed current street conditions and will be requesting bids. Motion by David Gunderson, second by David Sorenson, to purchase the Kubota UTV from Acme for $22,258.79

Maguire Iron has been hired to inspect and clean the water tower. After the inspection is reviewed, the Council will look into more options on the water project.

The Council discussed the updates the City Office would need if they were to sell the Community Center Portion. After much discussion, the Council decided to not sell the Community Center but look into updating the space.

On a motion by David Gunderson, Ordinance 01-22: An ordinance enacting the code of ordinances for the City of Argyle, adopting the Minnesota Basic Code of Ordinances, second by Aaron Rivard.

Motion by David Gunderson, second by Aaron Rivard, to move all general CD’s and the Railroad Crossing CD as they come up for renewal into the 4M Plus Fund.

Motion by Tony Deschene, second by Aaron Rivard, to approve the following resolutions of Argyle American Legion and The Dell Steakhouse & Lounge, LLC for the application of a temporary community festival liquor license.

Motion by David Sorenson, second by David Gunderson to approve L&R Foods loan from A.R.E.D.A.

A.R.E.D.A. is in the process of purchasing 115 East 5th Street. There is discussion of re-zoning this property.

On a motion by David Sorenson, second by Aaron Rivard, the following resolutions were approved to accept donations to the Argyle Fire Department and the City of Argyle since December 1, 2021.

Building Permits: Connie LuBarski – Storage Building, Mick Rapacz – washer/dryer upstairs, Jay Swanson – Siding,  Jon LaBine – replace exterior door, Wayne Feuillerat – shingling, Patty Heggen – re-shingle porch, Jerry Whitlow – 8′ X 24′ Lean to by back garage and replace windows, and Joel St. Germain – Replace rain gutter and add rock around foundation. Motion by Tony Deschene, second by David Sorenson, to approve building permits.

Motion by David Sorenson, second by David Gunderson, to approve members of the Community Club as Volunteers of the City of Argyle for Meet Your Neighbor Day.

City Office and City Shop will be closed Monday, July 4th. The July Council meeting would fall on July 4th. Motion by Aaron Rivard, seconded by David Gunderson, to change the July City Council meeting to Tuesday, July 5th, 2022.

Motion by David Sorenson, second by Aaron Rivard, to approve Hunter Yutrzenka as a new firefighter with the Argyle Volunteer Fire Department.

The request of a laptop for the City Office was denied.

Motion by Aaron Rivard, second by Tony Deschene, to approve a lease with Yu-Tyme for $1/year from June 1, 2022, to May 31, 2023, for use of a portion of the Community Center for HIIT classes.

Since the alleyway has already been vacated by the water tower, Tamara suggests that we finish with deed of CHS property stating that CHS, Inc. would deed their 15′ over to the City of Argyle. Motion by Aaron Rivard, second by David Sorenson, to hire Brink Lawyers to draw up the deed.

Tamara attended a Preliminary Damage Assessment meeting in Warren with FEMA and HSEM about the flooding/heavy rain this spring.

A request for vacating an alleyway was reviewed and denied. The City needs to keep these alleys and not abandon them due to the utilities. The Council is not interested in selling the land, but he can maintain it.

Argyle Area Community Foundation has granted awards to the following: Hanging Flower Baskets – $1500, Garden Club – $1000, Christmas Decor/Concrete for benches/Pedestrian Park Improvements – $3750, Blvd Banners – $1000, Argyle Fire Department – $1500, Legion Youth Baseball Programs – $1500, Argyle Summer Recreation – $500.00, and Fire Department Golf Tournament – $500.

The Council reviewed the Profit & Loss, Balance Sheet, Delinquent Accounts, vacation & sick leave and bills presented for payment. Motion by Aaron Rivard, second by David Sorenson, to approve the bills presented for payment, the Profit & Loss, Balance Sheet, delinquent accounts and vacation & sick leave. Motion carried.

Vice – Mayor David Gunderson opened the Board of Appeal & Equalization Meeting on May 2, 2022, at 6:00PM at the Argyle City Office. Council members present were David Sorenson and Anthony Deschene. Absent was Aaron Rivard and Mayor Terry Sundby. Attending from the Assessor’s Office were Russ Steer, Ryan Larson, and Alison Grzadzieleski. Also in attendance were Bob Clausen and Tamara Benitt. Bob Clausen questioned his raised evaluation. The County will make the change and Bob’s value should drop roughly $1,200.00. Motion by Tony Deschene, second by David Sorenson, to approve the County to reduce the value of Bob Clausen’s property. Motion carried.

Vice – Mayor David Gunderson called to order the May 2, 2022, Argyle City Council meeting at 7:00 PM in the City Office. Present were Vice-Mayor Gunderson, Anthony Deschene, David Sorenson, and Aaron Rivard. Absent was Mayor Terry Sundby. Also in attendance were Tony Safranski, Michael Pagnac, Riley Clausen, Riley Mooney, Carly Pagnac, Paul Bergeron and Tamara Benitt. Motion by David Sorenson, second by Aaron Rivard to approve the minutes of the previous meeting. Motion carried.

Markit County Grain board member Paul Bergeron, questioned the gas rate for Markit’s dryers. The Council will negotiate the rate next meeting.

Motion by Tony Deschene, second by Aaron Rivard, to purchase the Kubota tractor with the contingency of getting the USDA grant. On a motion by Tony Deschene, second by Aaron, the Maintenance Report was approved.

Bid opening is Tuesday, May 17th at 8:00 PM at Marshall & Polk Rural Water Office in Warren. The Council is invited to attend. At the April Council meeting, it was decided that the Council would hold a special meeting on May 18th, to discuss the bids and payment options for the residents.

On a motion by Tony Deschene, second by Aaron Rivard, to hire Emily Gunderson as summer help and Ashten Safranski and Carsen Safranski as coaches for Summer Rec Program. Abstained: David Gunderson.

The selling of a portion of the Community Center was discussed. The Council wants to see some estimates on upgrades before they decide on an asking price.

We have started reviewing the Minnesota Basic Code of Ordinances. The Council members will compare the current ordinances with the new ordinances before any decisions will be made. They will start the adoption process at the June meeting.

On a motion by David Sorenson, the following resolution was adopted: RESOLUTION 08-2022 ELECT THE STANDARD ALLOWANCE AVAILABLE UNDER THE REVENUE LOSS PROVISION OF THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND ESTABLISHED UNDER THE AMERICAN RESCUE PLAN ACT, Aaron Rivard second the motion.

The Council will check into the 4M fund through the League of Minnesota Cities.

Motion by Tony Deschene, second by David Sorenson to approve the building permits: Northern Roots Insurance – new flooring, trim, doors, and windows, Dillon Erickson – storage shed, and Kelly Durand – new windows and finish bedroom in basement.

On a motion by Aaron Rivard, the following resolution was adopted: RESOLUTION 09-2022 BENEFITS PER YEAR OF SERVICE FOR ARGYLE FIRE DEPARTMENT, David Sorenson second the motion. Abstained: Tony Deschene.

The Fire Department are looking for two more firefighters.

Terry Sundby met with Brian Anderson about purchasing his property.

The City Office & City Shop will be closed on Monday, May 30th, 2022, for Memorial Day.

Motion by Tony Deschene, second by Aaron Rivard, to sign the contract with Marshall County to have them apply calcium chloride.

An insurance claim was started with LMC about a resident having water in the basement.

The Railroad Crossing safety arms on 2nd Street is no longer on the Railroads schedule.

The Council discussed the Arturo Martinez Jr.’s property and blight conditions. The Council then mentioned other vacant buildings and housed within the City of Argyle.

Mayor Terry Sundby called to order the public hearing on April 4, 2022, at 6:00PM in the City Office.

In attendance were Councilmen: Terry Sundby, Tony Deschene, David Gunderson, and David Sorenson.

Absent was Aaron Rivard. Also in attendance was Tamara Benitt, Tony Safranski, Michael Pagnac, and Ronald Erickson. On a motion by David Gunderson, second by David Sorenson, that the vacation is hereby granted, and the alleyway and 1st Street described as follows is hereby vacated: All of the platted 30-foot-wide alleyway in Auditor’s Subdivision No. 1, City of Argyle, Marshall County, Minnesota lying easterly and adjacent to Lots 19, 20, 21, 22, 23, and 24 in said Auditor’s Subdivision No. 1; AND all of the platted First Street in the Original Townsite of Argyle, lying between the easterly right-of-way line of Atlantic Avenue and westerly of a line drawn between the southeasterly corner of Lot 6, Block 1 in the said Original Townsite of Argyle to northeasterly corner of Lot 24 in Auditor’s Subdivision No. 1, City of Argyle, Marshall County, Minnesota.

Absent was Aaron Rivard. Also in attendance were Tony Safranski, Michael Pagnac and Tamara Benitt. Motion by David Sorenson, second by David Gunderson, to approve the minutes of the previous meeting.

On a motion by Tony Deschene, second by David Sorenson, the Maintenance Report was approved.

The Council discussed the decision of only having two Maintenance Workers. Since it seems to be working, they will leave it as is and re-evaluate  in November 2022.

Logan Nordine and Dale Clausen have been hired for Summer Help and Mower. The City is still advertising for Summer Rec Head Coach/Director, Assistant Coach, Umps, Bus Driver, and Summer Help.

Brian Ospahl from Brady, Martz presented the 2021 Audit to the Council. Motion by Tony Deschene, second by David Sorenson, to approve the 2021 Audit.

Motion by Tony Deschene, second by David Sorenson to approve the A.R.E.D.A. bylaw amendment of Regular meetings of the members shall be held bi-monthly on the third Wednesday at 7:00 AM at the principal office of the Authority or at such other place designated by agreement of all members.

The Council was informed that Markit County Grain is considering adding another grain dryer.

Motion by Tony Deschene, second by David Gunderson to approve the building permits: Kevin Tomblin: BNSF shelter and Argyle Homes: repairs-shingling, windows, siding, doors, water heater/boiler, smoke alarms, and fire extinguishers.

David Gunderson and Terry Sundby will schedule a meeting with Brian Anderson about purchasing his property.

Cold Weather Rule is no longer in effect after April 30, 2022.

The City Office & City Shop will be closed on Friday, April 15th for Good Friday.

The Council discussed two options of Calcium Chloride.

Production and distribution costs of water were presented. The Council will need to decide if Rural Water is installed what would the price per 1,000 gallons of water be. Also, they will consider the different repayment plans. Bid opening will be May 17, 2022.

Scott Peters confirmed that Marshall County does have demolition funds available. However, the owner must give up ownership to the City.

A few members of the community will be setting up a meeting with Michelle Fischbach, US Representative, to question why the City of Argyle cannot qualify for any infrastructure grants through the State and Federal Governments.

BE SURE NOT TO OVER FILL THE CART. IF THE LID IS PROPPED OPEN, IT WILL BLOW OPEN AND ITEMS WILL BLOW AROUND TOWN.

BE SURE TO THROW CARDBOARD DOWN OVER THE TOP OF THE RECYCLING ITEMS TO COVER MORE LOOSE MATERIALS LIKE CANS AND PLASTIC BOTTLES. ALSO PUSH IT DOWN TO “SEAL” THE TOP. MAKE SURE THE LID IS CLOSED.

The Housing Authority (Northwest MN Multi County HRA) is accepting applications from individuals or families who are in need of help paying their rent thru HUD Section 8 Voucher Program. This is federally funded program (HUD), provides rent assistance to low-income individuals or families. Applications are now able to be summitted online at www.nwmnhra.org.
