Mayor Mark Larson called to order the September 2, 2026, Public Information meeting in the Argyle Council Chambers at 7:00 PM. Members present were David Gunderson, Zachary Beaudry, Mark Larson, Penni Anderson and Aaron Rivard. Also in attendance were Dan Disrud from Minnesota Department of Health, Michael Pagnac, Mason Mock, and Tamara Benitt.
Dan Disrud from the Minnesota Department of Health provided an update on the City's Wellhead Protection Plan. The City is beginning the next 10-year update process. The City of Argyle is in the process of amending a wellhead protection plan for its drinking water supply wells. Dan then left the meeting.

Motion by David Gunderson, seconded by Aaron Rivard, to approve the minutes of the previous meeting. Motion carried.
The Fire Hall construction was discussed. Permits have been submitted to the State. The water installation bid opening will be on September 9th at 7:00AM at City Office.
Motion by Aaron Rivard, seconded by Penni Anderson to approve purchasing one new regulator and purchasing rebuild kits for the remaining regulators. Motion carried. Gas leak detection equipment was also found to be outdated or nonfunctional. Motion by Zach Beaudry, seconded by Penni Anderson, to approve the purchase of two new 4-gas detection monitors, sampling pump attachments, and one calibration station. Motion carried.
Motion by Aaron Rivard, seconded by Zach Beaudry, to reimburse Argyle Homes for the $2,000 concrete costs. Motion carried.
Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the purchase of blower and broom attachments and delivery for September/October and approve the $3,000/monthly lease until December 2026 with the balance due January 15, 2027. Motion carried.
Motion by Aaron Rivard, seconded by Penni Anderson, to approve the Maintenance Report. Motion carried.
Motion by Penni Anderson, seconded by Aaron Rivard, to approve Yu-Tyme a low-interest loan from A.R.E.D.A. Motion carried.
Motion by Zach Beaudry, seconded by Penni Anderson, to approve Beyond by Savannah a low-interest loan from A.R.E.D.A. Motion carried.
On a motion by Aaron Rivard, seconded by Zach Beaudry, the following resolution was adopted: RESOLUTION 14-2026 - APPOINT ELECTION JUDGES. Motion carried.
On a motion by Penni Anderson, the following resolution was adopted: RESOLUTION 15-2026-APPROVE PROPOSED PROPERTY TAX LEVY- Aaron Rivard seconded the motion, and the same being put to a vote was duly carried.
On a motion by Aaron Rivard, the following resolution was adopted: RESOLUTION 16-2026-APPROVE THE PRELIMINARY 2027 BUDGET- Zach Beaudry seconded the motion, and the same being put to a vote was duly carried.
On a motion by Aaron Rivard, the following resolution was adopted: RESOLUTION 17-2026 - APPROVE ARGYLE FIRE DEPARTMENT 2027 PRELIMINARY BUDGET - Zach Beaudry seconded the motion, and the same being put to a vote was duly carried.
On a motion by Aaron Rivard, the following resolution was approved: RESOLUTION 18-2026, CERTIFYING UNPAID CHARGES - Zach Beaudry seconded the motion, and the same being put to a vote was duly carried.
Building permits: Dan Lindgren - flooring and remodel bathroom. Motion by Aaron Rivard, seconded by Penni Anderson, to approve the building permits. Motion carried.
Residents expressed concerns regarding a proposed grain dryer near residential properties, including dust, air quality, potential health impacts, and property values. A public discussion meeting was scheduled for September 16 at 5:30 PM.
Motion by Aaron Rivard, seconded by Zach Beaudry, to charge Paul Bergeron the equivalent of 5,000 gallons/monthly for his sewer usage. Motion carried.
Motion by Penni Anderson, second by Aaron Rivard, to approve the Community Water Supply Service Connection Fee of $15.22 to be billed to all water users and paid to the State of Minnesota. Motion carried.
Motion by Penni Anderson, seconded by Aaron Rivard, to approve Brandon Kroll as a firefighter on the Argyle Volunteer Fire Department. Motion carried.
Motion by Zach Beaudry, second by Aaron Rivard, to acknowledge and approve excluded bingo activity for Marshall County Group Home on October 5, 2026 at Argyle American Legion. Motion carried.
The Cold Weather Rule goes into effect October 1, 2026 through April 30, 2027.
The Council approved Britton Fugleseth Design to market and showcase Argyle.
Motion by Aaron Rivard, second by Zach Beaudry, to approve the bills presented for payment, delinquent accounts and vacation & sick leave. Motion carried.
