Mayor Mark Larson called to order the January 5, 2026, City Council Meeting in the Argyle Council Chambers at 7:00 PM. Members present were Mark Larson, David Gunderson, Zachary Beaudry, Penni Anderson and Aaron Rivard. Also in attendance were Tamara Benitt and Michael Pagnac. Motion by Zach Beaudry, seconded by Aaron Rivard, to approve the minutes of the previous meeting. Motion carried.

Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the Garbage Collection Contract for 2026 & 2027 with Northern Sanitation. Motion carried.

Motion by Aaron Rivard, seconded by Penni Anderson, to approve the Maintenance Report. Motion carried.

On a motion by Aaron Rivard, The City Council of Argyle, Minnesota ordains: Ordinance No. 01-2026, Utility Service Connection, David Gunderson seconded. Motion carried. This ordinance shall take effect upon publication in the Messenger.

On a motion by Zach Beaudry, seconded by Penni Anderson, Resolution 01-2026 – Approve Annual Designations, Appointments, and Fee Schedule for 2026 was approved. Motion carried.

On a motion by David Gunderson, seconded by Aaron Rivard, Resolution 02-2026 – Approve 2026 Utility Rates and Natural Gas Rebates was approved. Motion carried.

On a motion by David Gunderson, seconded by Aaron Rivard, Resolution – 03-2026 – Monetary Limits on Municipal Tort Liability. Motion carried.

Building Permits: Jason Yutrzenka – bathroom remodel. Motion by Aaron Rivard, seconded by Penni Anderson, to approve the building permit. Motion carried.

The City Office and City Shop will be closed on Monday, January 19th, in Observance of Martin Luther King Day.

MN Paid Leave premium rate for 2026 is 0.66% since the City of Argyle is qualified as a small employer. The employee and employer will each pay 0.33%.

Local Board Of Appeal online course deadline is February 1st, if anyone is interested in becoming certified. David Gunderson is certified until 2027.

Motion by David Gunderson, seconded by Zach Beaudry, to approve the quote from Thief River Glass for an aluminum commercial door and installation for the City Office. Motion carried.

Argyle offers a yearly garbage pickup fee. $100 per 35-gallon garbage can. Stop by the City Office to purchase your yearly sticker.

Motion by Penni Anderson, seconded by David Gunderson, to approve Davidson Construction’s Payment No. 4 in the amount of $349,681.70 for the Lincoln Avenue Project. Motion carried.

Council discussed the progress of the Herman Addition Infrastructure project.

On a motion by Zach Beaudry, seconded by David Gunderson, RESOLUTION 20-2025 – RESOLUTION ORDERING THE REPAIR OR REMOVAL OF HAZARDOUS CONDITIONS, was approved. Motion carried.

Building Permits: Philip Grandstrand – build sidewalk at Brian Doll. Motion by Penni Anderson, seconded by David Gunderson, to approve the building permits. Motion carried.

Motion by Zach Beaudry, second by David Gunderson, to approve the installation of stop signs and make the corner of 2nd Street and Lincoln Avenue a 4-way stop. Motion carried.

An insurance check was received for the light pole repair by United Valley Bank.

The conditions of streets will be inspected. The Council decided to keep installing Class 5 on streets and alleyways.

The selling of City lots was discussed.

The City Office and City Shop will be closed on Veterans’ Day, Tuesday, November 11th, and Thanksgiving Day,  Thursday, November 27th. Motion by Zach Beaudry, seconded by Penni Anderson, to approve the Friday after Thanksgiving as a Holiday for all employees. Motion carried.

Motion by David Gunderson, second by Penni Anderson, to approve the bills presented for payment, delinquent accounts and vacation & sick leave. Motion carried.

The City will advertise for a full-time Maintenance Worker with the range of $24.00-$30.00/hour within the Messenger and Sheaf. The wage will depend on experience.

Motion by Zach Beaudry, seconded by Penni Anderson, to approve a cost of living and performance based pay raise for all employees. Motion carried.

Motion by Penni Anderson, seconded by David Gunderson, to approve Davidson Construction Payment No. 3 for the Lincoln Avenue project in the amount of $696,089.70. Motion carried.

Motion by David Gunderson, second by Aaron Rivard, to approve change order for the water and sanitary sewer improvements in Bradford and Herman Addition and Apex’s water and sanitary construction engineering fees and adopt rates at potential assessment rates for deferred ag land and an assessment agreement with Zach Beaudry of $82,000.00, 20 year-term and 4% interest. Motion carried.

On a motion by Aaron Rivard, the following resolution was adopted: RESOLUTION 20-2025 A RESOLUTION ORDERING THE REPAIR OR REMOVAL OF HAZARDOUS CONDITIONS- Zach Beaudry seconded the motion. Motion carried.

On a motion by Penni Anderson, the following resolution was adopted: RESOLUTION 21-2025-APPROVAL OF LIQUOR LICENSE FOR ARGYLE AMERICAN LEGION – Club license and Sunday liquor and RESOLUTION 22-2025 – APPROVAL OF LIQUOR LICENSE FOR THE DELL STEAKHOUSE & LOUNGE, LLC – On-Sale, Off-Sale, and Sunday Liquor – Aaron Rivard seconded the motion, and the same being put to a vote was duly carried.

Building Permits: Dick Bergeron – New roof on shed and Mike St. Germain – storage shed. Motion by Penni Anderson, seconded by Aaron Rivard, to approve the building permits. Motion carried.

Motion by David Gunderson, seconded by Aaron Rivard, to approve a new bulk fill policy stating if the business abuses the mandatory shutdown, the City will close it down and it will not be turned back on for the rest of the season. Motion carried.

David Gunderson wrote a grant to DT Midstream for the pickleball lights. We received $4,500. Thank you, Dave!

The City Crew will install speed limit and children at play signs on both ends of the street of Second Street.

Mayor Mark Larson opened the Public Hearing on the Approval of Tax Abatement for the Purpose of Financing the Argyle Rural Economic Development Authority Commercial Development in the Council Chambers on Monday, June 2, 2025, at 7:00 PM. David Gunderson, Zachary Beaudry, Mark Larson, and Aaron Rivard were present. Absent was Penni Anderson. Also in attendance were Michael Pagnac, Jacob Davis, and Tamara Benitt. No one from the public attended, and Tamara did not receive any feedback. Motion by Aaron Rivard, seconded by Zach Beaudry, to close the Public Hearing. Motion carried.

Absent was Penni Anderson. Also in attendance were Michael Pagnac, Jake Davis, and Tamara Benitt. Motion by David Gunderson, seconded by Aaron Rivard, to approve the previous meeting minutes. Motion carried.

Motion by Aaron Rivard, seconded by Zach Beaudry, to approve NPL to replace old gas mains and services with new in the amount of  $312,339.04. Motion carried.

Motion by Aaron Rivard, seconded by David Gunderson, to approve LaBine Electric to install 50-amp breakers at Island Park in the amount of $2,526.00. Motion carried.

The Council discussed the reconstruction of the alley between 3rd & 4th Street (Bank Alley) and reviewed the two quotes. Motion by Zach Beaudry, seconded by Aaron Rivard, to approve Spruce Valley’s quote with all Class 5 material. Motion carried.

Council member Aaron Rivard introduced the following resolution and moved its adoption: RESOLUTION NO. 9-2025 RESOLUTION AUTHORIZING A TAX ABATEMENT FOR CERTAIN PROPERTY WITHIN THE CITY OF ARGYLE, seconded by David Gunderson. Motion carried.

Member Aaron Rivard introduced the following resolution and moved its adoption: RESOLUTION 10-2025 RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF A $515,000 TAXABLE GENERAL OBLIGATION TAX ABATEMENT BOND, SERIES 2025A AND PLEDGING TAX ABATEMENTS FOR THE SECURITY THEREOF AND LEVYING A TAX FOR THE PAYMENT THEREOF,, seconded by David Gunderson. Motion carried.

There will be a public hearing on establishing an economic development district (AREDA) on June 11, 2025, at 7:00 AM. The Council is welcome to come, but AREDA needs to adopt the resolution.

The AREDA board would like to request the rezoning of lot 50-0040-000, Bernardo Martinez, 116 East Third Street, from Residential to Commercial. Motion by Aaron Rivard, second by David Gunderson, to set a rezoning public hearing on July 7, 2025, at 7:00 PM in the Council Chambers. Motion carried.

The Council discussed options for the infrastructure expansion to Herman Addition. A meeting will be set up with Engineer Jon Olson, Apex Engineering.

On a motion by Zach Beaudry, the following resolution was adopted: RESOLUTION 11-2025 – APPROVE TEMPORARY COMMUNITY FESTIVAL LIQUOR LICENSE – ARGYLE AMERICAN LEGION, seconded by Aaron Rivard. Motion carried.

On a motion by Zach Beaudry, the following resolution was adopted: RESOLUTION 12-2025 – APPROVE TEMPORARY COMMUNITY FESTIVAL LIQUOR LICENSE – THE DELL STEAKHOUSE & LOUNGE, LLC, seconded by Aaron Rivard. Motion carried.

On a motion by Aaron Rivard, the following resolution was approved: RESOLUTION 13-2025 – ACCEPT ALL DONATIONS TO ARGYLE FIRE DEPARTMENT, seconded by Zach Beaudry. Motion carried.

On a motion by Aaron Rivard, the following resolution was approved: RESOLUTION 14-2025- ACCEPT ALL DONATION TO CITY OF ARGYLE, seconded by Zach Beaudry. Motion carried.

Jeff Hane, Brink Lawyers, had the Council review the application for an administrative search warrant and supporting affidavit.

Motion by Aaron Rivard, seconded by Zach Beaudry, to approve members of the Community Club as volunteers of the City of Argyle for Meet Your Neighbor Day. Motion carried.

Motion by Zach Beaudry, second by Aaron Rivard, to acknowledge and approve excluded bingo activity for St. Rose Church during their bazaar on October 26, 2025, at the Community Center. Motion carried.

The Council received a Notice of Public Hearing from Northwest Regional Development Commission – 2026 Budget June 3rd at 9:00 AM at NWRDC Office in Warren.

City Office and City Shop will be closed on Thursday, June 19th,  Juneteenth and July 4th, Independence Day.

After getting your weekend yard work done, haul garden and yard waste (trees, branches, leaves, etc.) to your berm and the City Crew will pick up on Monday. All smaller clippings must be bagged or in a can.

1/2 Truckload – $30       Full Truckload – $50      Anything smaller is free of charge

Dumpster rentals are available through the City Office. Please call 218-437-6621 to get a list of acceptable items and to schedule a date. Cost $45.00 + tax

 

 

 

 

Mayor Mark Larson called to order the Board of Appeal and Equalization meeting on May 5, 2025, at 6:00 PM in the Council Chambers. Members present were David Gunderson and Aaron Rivard. Absent were Penni Anderson and Zach Beaudry. Attending from the Marshall County Assessor’s Office were Ryan Larson and Matt Vongroven. Also present were Tamara Benitt and Michael Pagnac. Ryan Larson and Tamara Benitt informed the Council that they did not receive any appeals. No one from the public attended to present any appeals. Motion by David Gunderson, second by Aaron Rivard, to close the Board of Appeal & Equalization. Motion carried.

Absent was Zach Beaudry. Also in attendance were Brian & Shannon Doll, Michael Pagnac, Jake Davis, and Tamara Benitt. Motion by David Gunderson, seconded by Aaron Rivard, to approve the previous meeting minutes. Motion carried.

Brian Opsahl with Brady, Martz presented the 2024 Audit to the Council. Motion by David Gunderson, seconded by Aaron Rivard, to approve the Auditor’s Report. Motion carried. Zach Beaudry arrived at the meeting.

Lincoln Avenue Project bids were opened via QuestCDN vBid on April 29, 2025, at 10:00am. There were three bids received. Motion by Aaron Rivard, seconded by David Gunderson, to award the contract bid to Davidson Construction, Inc. at $2,721,601.50 contingent upon County and State approval. Motion approved.

Brian and Shannon Doll proposed to amend utility deposit forfeit criteria. The Council does not want to change the utility deposit agreement at this time and leave it as is.

Motion by Penni Anderson, second by Aaron Rivard, to approve the Maintenance Report. Motion carried.

Motion by Penni Anderson, seconded by Aaron Rivard, to approve RESOLUTION 08-2025, Calling a public hearing on the approval of tax abatement for the purpose of financing the Argyle Rural Economic Development Authority Commercial Development. Motion carried.

Motion by Aaron Rivard, seconded by David Gunderson, to approve the installation of drain tile according to the proposed plan at Herman Addition and approve the quote of $1,600.00 from Misselhorn Tiling for the installation of drain tile located in the middle of Pacific Avenue and to repair of the Street. Motion carried.

Building Permits: Max Yutrzenka – basement remodel, Jay Swanson – installing push piers/earth anchors, and Ben Welin – new rain gutters. Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the building permits. Motion carried.

The Council reviewed a statement of position on public expenditure: Donations and Dues issued by the State of Minnesota, Office of the State Auditor. This information was passed on by Sara Niemela, our Auditor. Donation to the Marshall County Fair Grandstand was tabled last month. The Council will not donate to any specific projects, so they do not want to be presented with any donation letters.

Calcium Chloride – Motion by Aaron Rivard, seconded by David Gunderson, to sign the contract with Marshall County to have them apply calcium chloride on all map locations. Motion carried.

Complaints have been made about heavy machinery driving on the City Streets. The Council reviewed the Ordinances dealing with the machinery. The complaints are the amount of machinery driving in the downtown area from one end of town to the other, the extended parking of trucks and other large equipment on the Railroad property, and the amount of dirt and debris that floats downstream in the gutter. The Council asked that farm equipment driving be a minimum in the downtown area and exit out on either the North or South end of town instead of using the downtown area as the direct route.

City Office and City Shop will be closed on Monday, May 26, 2025, for Memorial Day.

Mitch Rominski is interested in putting up rental storage units in his back empty lot. It is currently zoned Residential. The Council does not want a storage unit area located in the center of a residential area.

FYI: Wastewater CD Renewal – 4/11/25 – $235,680.51 – 6 – month term – 4.3% interest rate

Marshall County approved using their demolition funds for the clean-up of the Bernardo Martinez property located on Highway 75.
