OCTOBER 2025

Mayor Mark Larson called to order October 13, 2025, City Council meeting in the Council Chambers at 7:00 PM. Members present were Mayor Mark Larson, Zach Beaudry, David Gunderson, Aaron Rivard and Penni Anderson. Jon Olson from Apex Engineering, Michael Pagnac, and Tamara Benitt were also in attendance. Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the previous meeting minutes. Motion carried.

Motion by Penni Anderson, seconded by Zach Beaudry, to approve the Maintenance Report. Motion carried.

Motion by Penni Anderson, seconded by David Gunderson, to approve Davidson Construction Payment No. 3 for the Lincoln Avenue project in the amount of $696,089.70. Motion carried.

Motion by David Gunderson, second by Aaron Rivard, to approve change order for the water and sanitary sewer improvements in Bradford and Herman Addition and Apex’s water and sanitary construction engineering fees and adopt rates at potential assessment rates for deferred ag land and an assessment agreement with Zach Beaudry of $82,000.00, 20 year-term and 4% interest. Motion carried.

On a motion by Aaron Rivard, the following resolution was adopted: RESOLUTION 20-2025 A RESOLUTION ORDERING THE REPAIR OR REMOVAL OF HAZARDOUS CONDITIONS- Zach Beaudry seconded the motion. Motion carried.

On a motion by Penni Anderson, the following resolution was adopted: RESOLUTION 21-2025-APPROVAL OF LIQUOR LICENSE FOR ARGYLE AMERICAN LEGION – Club license and Sunday liquor and RESOLUTION 22-2025 – APPROVAL OF LIQUOR LICENSE FOR THE DELL STEAKHOUSE & LOUNGE, LLC – On-Sale, Off-Sale, and Sunday Liquor – Aaron Rivard seconded the motion, and the same being put to a vote was duly carried.

Building Permits: Dick Bergeron – New roof on shed and Mike St. Germain – storage shed. Motion by Penni Anderson, seconded by Aaron Rivard, to approve the building permits. Motion carried.

Motion by David Gunderson, seconded by Aaron Rivard, to approve a new bulk fill policy stating if the business abuses the mandatory shutdown, the City will close it down and it will not be turned back on for the rest of the season. Motion carried.

David Gunderson wrote a grant to DT Midstream for the pickleball lights. We received $4,500. Thank you, Dave!

The City Crew will install speed limit and children at play signs on both ends of the street of Second Street.

Motion by Zach Beaudry, seconded by David Gunderson, to not accept Progressive’s partial offer for the repair of the street light pole damaged by United Valley Bank. Motion carried.

Motion by David Gunderson, second by Penni Anderson, to approve the bills presented for payment, delinquent accounts and vacation & sick leave. Motion carried.

Being no further business, motion by Aaron Rivard, seconded by Zach Beaudry, to adjourn. Motion Carried.
