Mayor Mark Larson opened the Public Hearing on the Approval of Tax Abatement for the Purpose of Financing the Argyle Rural Economic Development Authority Commercial Development in the Council Chambers on Monday, June 2, 2025, at 7:00 PM. David Gunderson, Zachary Beaudry, Mark Larson, and Aaron Rivard were present. Absent was Penni Anderson. Also in attendance were Michael Pagnac, Jacob Davis, and Tamara Benitt. No one from the public attended, and Tamara did not receive any feedback. Motion by Aaron Rivard, seconded by Zach Beaudry, to close the Public Hearing. Motion carried.

Mayor Mark Larson called to order the June 2, 2025, City Council meeting in the Council Chambers at 7:00 PM. Members present were Mayor Mark Larson, Zach Beaudry, Aaron Rivard, and David Gunderson. Absent was Penni Anderson. Also in attendance were Michael Pagnac, Jake Davis, and Tamara Benitt. Motion by David Gunderson, seconded by Aaron Rivard, to approve the previous meeting minutes. Motion carried.

Motion by Aaron Rivard, seconded by Zach Beaudry, to approve NPL to replace old gas mains and services with new in the amount of  $312,339.04. Motion carried.

Motion by Aaron Rivard, seconded by David Gunderson, to approve LaBine Electric to install 50-amp breakers at Island Park in the amount of $2,526.00. Motion carried.

The Council discussed the reconstruction of the alley between 3rd & 4th Street (Bank Alley) and reviewed the two quotes. Motion by Zach Beaudry, seconded by Aaron Rivard, to approve Spruce Valley’s quote with all Class 5 material. Motion carried.

Motion by Zach Beaudry, seconded by Aaron Rivard, to approve the Maintenance Report. Motion carried.

Council member Aaron Rivard introduced the following resolution and moved its adoption: RESOLUTION NO. 9-2025 RESOLUTION AUTHORIZING A TAX ABATEMENT FOR CERTAIN PROPERTY WITHIN THE CITY OF ARGYLE, seconded by David Gunderson. Motion carried.

Member Aaron Rivard introduced the following resolution and moved its adoption: RESOLUTION 10-2025 RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF A $515,000 TAXABLE GENERAL OBLIGATION TAX ABATEMENT BOND, SERIES 2025A AND PLEDGING TAX ABATEMENTS FOR THE SECURITY THEREOF AND LEVYING A TAX FOR THE PAYMENT THEREOF,, seconded by David Gunderson. Motion carried.

There will be a public hearing on establishing an economic development district (AREDA) on June 11, 2025, at 7:00 AM. The Council is welcome to come, but AREDA needs to adopt the resolution.

The AREDA board would like to request the rezoning of lot 50-0040-000, Bernardo Martinez, 116 East Third Street, from Residential to Commercial. Motion by Aaron Rivard, second by David Gunderson, to set a rezoning public hearing on July 7, 2025, at 7:00 PM in the Council Chambers. Motion carried.

The Council discussed options for the infrastructure expansion to Herman Addition. A meeting will be set up with Engineer Jon Olson, Apex Engineering.

On a motion by Zach Beaudry, the following resolution was adopted: RESOLUTION 11-2025 – APPROVE TEMPORARY COMMUNITY FESTIVAL LIQUOR LICENSE – ARGYLE AMERICAN LEGION, seconded by Aaron Rivard. Motion carried.

On a motion by Zach Beaudry, the following resolution was adopted: RESOLUTION 12-2025 – APPROVE TEMPORARY COMMUNITY FESTIVAL LIQUOR LICENSE – THE DELL STEAKHOUSE & LOUNGE, LLC, seconded by Aaron Rivard. Motion carried.

On a motion by Aaron Rivard, the following resolution was approved: RESOLUTION 13-2025 – ACCEPT ALL DONATIONS TO ARGYLE FIRE DEPARTMENT, seconded by Zach Beaudry. Motion carried.

On a motion by Aaron Rivard, the following resolution was approved: RESOLUTION 14-2025- ACCEPT ALL DONATION TO CITY OF ARGYLE, seconded by Zach Beaudry. Motion carried.

Building permits: Jim Jacobson – replace driveway; Jeff Beaudry – replace slab; Zach Beaudry – new construction – employee housing, and Kevin Crummy – siding. Motion by Aaron Rivard, seconded by Zach Beaudry, to approve the building permits. Motion carried.

Jeff Hane, Brink Lawyers, had the Council review the application for an administrative search warrant and supporting affidavit.

Motion by Aaron Rivard, seconded by Zach Beaudry, to approve members of the Community Club as volunteers of the City of Argyle for Meet Your Neighbor Day. Motion carried.

Motion by Zach Beaudry, second by Aaron Rivard, to acknowledge and approve excluded bingo activity for St. Rose Church during their bazaar on October 26, 2025, at the Community Center. Motion carried.

The Council received a Notice of Public Hearing from Northwest Regional Development Commission – 2026 Budget June 3rd at 9:00 AM at NWRDC Office in Warren.

City Office and City Shop will be closed on Thursday, June 19th,  Juneteenth and July 4th, Independence Day.

Motion by Aaron Rivard, second by Zach Beaudry, to approve the bills presented for payment, the Profit & Loss, Balance Sheet, delinquent accounts and vacation & sick leave. Motion carried.

After getting your weekend yard work done, haul garden and yard waste (trees, branches, leaves, etc.) to your berm and the City Crew will pick up on Monday. All smaller clippings must be bagged or in a can.
